Works Ministry takes over Motor Vehicle Registration – softpower.ug

The Ministry of Works and Transport (MoWT) has today Wednesday. been handed the administration and management of Motor Vehicle registration, by the Uganda Revenue Authority (URA).

With the new development, the mandate to register and license motor vehicles in Uganda will be a responsibility of the Ministry of Works and Transport.

This means that all post registration processes under the Domestic Taxes Department in URA will immediately be handed over to the Ministry of works and Transport effective November 3, 2021.

In the interim, URA will remain responsible for motor vehicle customs clearance and first time registration (Issue of first time number plates for newly imported motor vehicles).

Speaking at the handover function held at the URA headquarters, the MoWT minister, General Edward Katumba Wamala, noted that the two teams (URA and MoWT), must ensure that the public is not be inconvenienced by the transfer of functions.

“The end user who is the public, owner of vehicle, importer of vehicles and all those involved should not be inconvenienced by this transfer, we must ensure that there’s smooth transfer of functions and the teams here should be able to achieve that,” Katumba said.

Katumba also revealed that all old logbooks (blue and pink) have been degazetted effective today November 3. These have been replaced with the sealed white simple ones.

“With effect from today, I degazette these logbooks and ask the owners of the vehicles who have them to come and we transfer their information to the new ones,” Katumba said.

He noted that this was done to ease the ministry’s journey of digitizing vehicle registration.

He added, “Even the new logbooks will soon be replaced by a smart card which will have all the information of the vehicle owner,”

According to the URA Commissioner General, John Musinguzi Rujoki, the transfer of Motor vehicle administration to the Ministry of Works is intended to improve service delivery to the public.

Musinguzi says that this will be made possible through the joint development and implementation of Integration capabilities of the various systems including; the interface between motor vehicle records archiving system, e-Tax system, ASYCUDA world, e- platform service desk system, client queue management system and the automated licensing system.

He reveals that during this transition URA will continue to offer technical support to the MoWT.
